In September 2019, PM Modi announced a $1 million grant for each CARICOM member state for community development projects under the India-UNDP Fund. Under this grant, the project “Enhance early warning service delivery to communities of Suriname in order to build their resilience to flooding due to excess rainfall” at a cost of USD .25 million has been completed and handed over on 24 March 2025. The other two projects, repair of a swimming pool and stadium ($400,000) and construction of a building for CEIT ($350,000), have also been approved under the India-UNDP fund, and the plan is evolving to implement the projects.

SME Project—Supply of Agricultural Machinery

Under the USD 1 million grant for the SME sector by supplying machinery from India, announced by our EAM during his India-COFCOR meeting in Guyana in year 2023. Both countries have reached a notion for implementing a passion fruit processing-related project in Paramaribo to bolster the local fruit farmers’ income and adding to local processing power. The shipment of the machinery has already been received in Suriname, and the facility will be made functional by the Indian technical team with the cooperation of the Suriname Government.

Community development & women entrepreneurship grant projects: I) Craft marketplace II) Every Student a computer

Two small grant projects for community development and women's entrepreneurship were announced during the visit of the President of India in June 2018, including a craft marketplace at Paramaribo for US$175,602 and US$109,800 for 200 computers for students, and have been handed over in August 2019 and November 2023 respectively.

Four QIPs have been implemented in Suriname: ‘Promoting recreational activities for the society in Nickerie by rehabilitating the DC Roblesplein’, ‘Supporting ICT education of TVET secondary schools in Suriname by upgrading IT equipment at the educational classroom of NATIN,’ ‘Supporting various sports facilities in Suriname by setting up a synthetic jogging track at Lelydorp in the District of Wanica,’ and ‘Sustainable support of a chemical teaching laboratory at the Faculty of Mathematics and Natural Sciences (FWNW) of the Anton de Kom University of Suriname (AdeKUS) by amplification of the electrical network and purchase of relevant supplies.’ A fifth QIP project, ‘Installation of traffic lights near school,’ has also advanced with the signing of an amendment MoU.

Social Welfare Program—Food Security

On the request of Suriname, India supplied about 28 food items in 132 containers between January-May 2025. The program assisted the country in enhancing the social welfare measures and supporting the needy.

The proposal for the project "Setting up a Vriddh Ashram—Nursing Home cum Day Care Center for Senior Citizens" is currently under active consideration. This 2.7 million Indian grant project, once implemented, will benefit the senior citizens of the country by providing them with essential services and support.

Lines of Credit (LOCs)
|
|
India and Suriname have actively cooperated on development partnerships, and India has offered lines of credit and grants-in-aid. A debt restructuring agreement was approved by the Indian side and signed by the Suriname side on 22 March 2023. The Suriname side signed a “Dollar Credit Line Restructuring Agreement” with EXIM Bank of India. Two LoC agreements on the EBS transmission line and maintenance of Chetak helicopters were signed, and an LOC of US $20 million for ISA projects was also announced. India also extended four credit lines to Suriname for setting up water pumps, power transmission lines, crash fire tenders, and coastal equipment. The following LoC projects have been completed: Setting up 161 kv electrical transmission line from Parana to Paramaribo in Suriname and supplying a bulldozer, diesel engine, excavators, motor grader, trucks, cartridges, a water supply project, the purchase of a coastal communication network from BEL and Chetak helicopters from HAL, and the supply of ten crash fire tenders by BEML.

During President Murmu’s visit to Suriname in June 2023, she visited two Indian temples, Arya Diwaker Temple and Vishnu Mandir of Sanatana Dharma Mahasabha, and also made a donation of USD 25,000 to each of these two organizations.
