In September 2019, PM Modi announced a $1 million grant for each CariCom member-State for community development projects under the India-UNDP Fund. Under this grant, project “Enhance early warning service delivery to communities of Suriname in order to build their resilience to flooding due to excess rainfall” at cost of USD .25 million has been completed. Other two projects repair of a swimming pool and stadium ($400,000) and construction of a building for CEIT ($350,000) has also been approved under India-UNDP fund and the plan is evolved to implement the projects.

SME Project - Supply of Agriculture Machinery

Under the USD 1mn Grant for SME Sector by supplying Machinery from India, announced by our EAM during his India-COFCOR meeting in Guyana. Both countries have reached a notion for implementing Passion Fruit Processing related project in Paramaribo to bolster the local fruit farmers’ income and adding to local processing power. The first shipment of the machinery has been received in Suriname in June, 2025 and final shipment has been flagged off from India.

Community development & women entrepreneurship grant projects- I) Craft marketplace II) Every Student a computer

Two small grant projects for community development and women entrepreneurship were announced during the visit of the President of India in June 2018, including a Craft Market place at Paramaribo for US$ 175,602 and US$ 109,800 for 200 computers for students and have been completed.

Four QIPs have been implemented in Suriname; ‘Promoting recreational activities for the society in Nickerie by rehabilitating the DC Roblesplein’, ‘Supporting ICT education of TVET secondary schools in Suriname by upgrading IT Equipment at the Educational Classroom of NATIN’, ‘Supporting various sports facilities in Suriname by setting up a synthetic jogging track at Lelydorp in the District of Wanica’, ‘Sustainable Support of a chemical teaching laboratory at the Faculty of Mathematics and Natural Sciences (FWNW) of the Anton de Kom University of Suriname (AdeKUS) by amplification of the electrical network and purchase of relevant supplies’. In a fifth QIP project ‘Instaling traffic lights near Schools’, it has evolved with signing of amendment to the MoU. First instalment for this project was released in May, 2025.

On the request of Suriname, India is supplying about 28 food items (approx. 140 containers). Two tranches have already been delivered and food distribution is ongoing. Last tranche is also has reached the Suriname coast.

Lines of Credit (LOCs)

India and Suriname have actively cooperated on development partnership and India has offered line of Credits, Grants-in-Aid. A debt restructuring agreement was approved by the Indian side and signed by the Suriname side on 22 March 2023. Suriname side signed a “Dollar Credit Line Restructuring Agreement” with EXIM Bank of India. Two LoC agreements on EBS transmission line and maintenance of Chetak helicopters were signed, and an LOC of US $ 20mn for ISA projects was also announced. India also extended four credit lines to Suriname for setting up water pumps, power transmission lines, crash fire tenders and coastal equipment. The following LoC projects have been completed: Setting up 161 kv electrical transmission line from Parana to Paramaribo in Suriname and supply of bulldozer, diesel engine, excavators, motor grader, trucks, cartridge, Water Supply Project, Purchase of Coastal Communication Network from BEL and Chetak Helicopters from HAL, Supply of ten crash fire tenders by BEML.

Under a grant of US$1 million, India has supported Barbados in developing its local energy industry value chain at the cost of USD 550,000. The 20-month project, implemented by the Commonwealth Secretariat, aimed to create new jobs and improve the livelihoods of Barbadians by enhancing the market access and competitiveness of local businesses in the energy sector. Despite a year-long delay due to the COVID-19 pandemic, the project successfully achieved its objectives, resulting in the creation of new jobs and increased market access for local businesses.

Covid-19 response - supply of essential healthcare equipment

In response to the COVID-19 pandemic, India provided critical support to Barbados' healthcare sector. A project funded by the India-UNDP Fund allocated US$675,000 to procure essential medical equipment, including ventilators and ICU beds. The project has been instrumental in strengthening Barbados' capacity to respond to public health emergencies and improve access to quality healthcare services. The 107 medical equipment procured under this partnership have significantly enhanced the capabilities of 13 hospitals and medical institutions in Barbados, providing them with modern healthcare facilities and enhancing their capabilities.

Micro, Small Enterprises (MSE) project - Coconut processing plant

This project is part of a USD 1 million grant announced by Hon'ble EAM, Dr. S. Jaishankar, at the India-COFCOR Georgetown meet in 2023. Under this grant project, India would supply agro-processing machinery and help in setting up the processing facility. The project has advanced with formalization of Memoradum of Understanding for this project on 30 July 2025.

Poverty Reduction through Livestock Development

St. Lucia has also benefited under IBSA Fund wherein a project concerning Poverty Reduction through Livestock Development for a sum of US$ 1,291,100/- was completed in September, 2018 (duration of the project was June 2015 to September 2018). This project helped to increase the production and commercialization of quality livestock products through the establishment of infrastructure and the introduction of relevant technologies and support systems.

India supported St. Lucia with a cash donation of US$500,000/- towards assistance in recovery and rehabilitation following flash floods in December, 2013. Earlier, in December, 2010, India had made a cash donation of US$500,000/- towards recovery and rehabilitation following Hurricane Tomas.

Reconstruction and rehabilitation of St. Jude hospital

In 2010, India had extended financial assistance of US$ 250,000/- and medical equipment valued at over 200,000 US$ towards reconstruction and rehabilitation of St. Jude hospital. Speaking on the occasion, then External Affairs Minister Hon’ble Rufus Bousquet said “Saint Lucia will never forget its diplomatic allies like India that came forward to assist in time of need”.

As a token of solidarity, Govt. of India provided life-saving drugs and protective gear worth US$ 100,000 to the Govt. and people of St.Lucia to assist in their fight against Covid 19 pandemic, which were handed over to Govt. of St. Lucia on August 12, 2020. And, GoI also donated 25,000 doses of Made in India Covishield vaccine to St. Lucia on March 1, 2021.

In 2017, the St. Lucian government provided support to enable the evacuation of Indian students and NRIs from Dominica to St. Lucia during the Hurricane Maria.
India also joined CariCom Development Fund (CDF) as its International Development Partner in January, 2019 with contribution of US$ one million and St. Lucia is also a member of CDF.

Humanitarian aid to assist in the recovery and rehabilitation efforts post hurricane beryl

|
India provided humanitarian aid to Saint Vincent and the Grenadines to assist in the recovery and rehabilitation efforts post Hurricane Beryl. This aid package, valued at approximately US$1 million, included 60-70 tons of essential relief supplies that were shipped from India to Saint Vincent and the Grenadines in two tranches. These supplies provided critical support to the affected communities and help them rebuild their lives in the aftermath of the disaster.

India-CARICOM grant
|
|
India announced the grant of US$14 mn (1 mn for each CARICOM country) for community development-related projects and a Line of Credit of US$150 mn for projects relating to solar, renewal energy and climate change for CARICOM Member States announced during meeting of the Prime Minister of India with the CARICOM leaders in September 2019. The United Nations Office for South-South Cooperation (UNOSSC), who has been identified as the implementation partner for this grant project, determined that the proposed initiatives were not feasible. As a result, UNOSSC requested that Saint Vincent and the Grenadines either restructure the existing projects or develop new project proposals within the framework of the granted funds.

During the India-COFCOR meeting held in Georgetown on April 21, 2023, the Indian External Affairs Minister offered Saint Vincent and the Grenadines (SVG) a grant of US$1 million to support the Small and Medium Enterprise (SME) sector. In response, SVG submitted a project proposal focused on processing leafy and root vegetables. This project has been approved, and India is currently considering the supply of necessary machinery for the processing operations. The implementation of this project will significantly contribute to the local agriculture value chain by adding value to raw agricultural products and enhance self-life of food products.

Modernization of Arrowroot industry

India provided an assistance of US 1.33 million to SVG in 2017 under UNIDO for modernization of Arrowroot Industry for climate change resilience and sustainable rural livelihoods for indigenous communities. Arrowroot has significant socio-economic importance in the north-eastern and northern coastal areas of St. Vincent, providing a livelihood for many farming families due to its characteristics such as high resilience to pests and adverse climate. Aim of the project is to to revitalize the sector to boost sustainable economic growth and reduce poverty in the country.

During the official visit to India in September 2019 of Dr. The Hon. Ralph Gonsalves, Prime Minister of Saint Vincent and the Grenadines (SVG), India announced a total grant of USD 200,000 for four Quick Impact Projects (QIPs) in SVG – a first for the Latin and the Caribbean region. Subsequently, India and SVG signed an umbrella agreement on 13 November 2019 for implementing the projects. The four projects taken up for execution were: (1) Rehabilitation and Transforming the Derelict Chatuebelair Agriculture Deport into a processing and training facility at a cost of USD 40,740/-; (2) Refurbishment of the Old Calder Community Center at USD 40,863/- (3) “Community Development Project for Glenside Village Marriaqua” at USD 39,796/- and (4) Port Elizabeth Bequia Market Repairs and Restoration at USD 30,000/- The four projects were completed and officially opened on 2nd October 2023, coinciding with the Mahatma Gandhi’s 154th Birth Anniversary.
